We are seeking a Program Analyst / Operations Coordinator to help us manage day-to-day internal and external program obligations in the Program Services Operations Group for our Special Operations Mission Area (SOMA). You will be joining a hardworking team of engineers, scientists and other business professionals who are tackling the biggest Cyber Operations challenges we face today. As a Program Analyst / Operations Coordinator for the Special Operations Mission Area (SOMA) you will...

  • Collaborate with Program Manager (PM) and Financial Manager (FM) to foster a communicative, and collaborative business operations team through the lifecycle of a program to include proposal, project execution, and close out.
  • Facilitate project compliance with Laboratory, Sector, Mission Area, and contractual guidance and policy, to include assisting with completion of financial and status reporting deliverables and validating all deliverables are contractually compliant and timely.
  • Support project execution by collaborating closely with Project Managers (PjMs), technical leads, and internal stakeholders to ensure compliance with contractual requirements. This includes, but is not limited to, coordinating sponsor engagements, preparing materials for reviews, compiling routine and technical deliverables, assisting with risk assessments, assisting with program security, procurement processes, and facilitating quality compliance.
  • Liaison and collaborate across program, Mission Area, Sector, and APL enterprise organizations (such as security, IT, quality, communications, contracts, etc.) to achieve program goals and ensure the successful execution of project milestones and deadlines.
  • Gain a high-level understanding of the technical work being conducted to effectively communicate its impact and importance to others, while also offering proactive operational support.
  • Seamlessness work with Mission Area and Group Administrators to accomplish larger Program goals. 

Qualifications

 

You meet our minimum qualifications for the job if you....

  • Possess a bachelor’s degree in a business-related or other relevant field.  Any equivalent combination of education and relevant experience may be substituted for a bachelor's degree.
  • Four (4+) years of experience in coordinating multiple business,  operational, and administrative aspects of large project execution.
  • A demonstrated proficiency in the analysis and evaluation of program milestones, schedules and/or contractual deliverables.  This may include prioritization, tracking, monitoring, and updating critical program data.
  • Strong communication both oral and written with demonstrated experience communications with all levels of staff and sponsors. 
  • Established Proficiency in MS Office to include Word, Excel, PowerPoint, and Outlook
  • Proven ability to be both effective working independently and within a group.  Can effectively prioritize competing efforts in a fast-paced environment
  • A willing and able to work full time onsite work at JHU/APL or the sponsor site.
  •  Hold an active TS/SCI level security clearance, and can ultimately obtain a TS/SCI+Poly level clearance.  If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information.  Eligibility requirements include U.S. citizenship.

 

You 'll go above and beyond our minimum requirements if you:

 

  • Have a Master's Degree in Business, Information Systems, or other relevant field.
  • Have a thorough understanding of Intelligence organizations and structures.
  • Are knowledgeable in usage of chatbots such as ChatGPT, BARD, Copilot etc to accelerate/automate workflows.
  • Understanding of security processes and procedures
  • Are knowledgeable and experienced with APL’s systems such as the financial management system and process, RAT, EBSS, eBuy, Service Now, OpsLink, etc.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. $62,900 Annually

Maximum Rate

$180,300 Annually
